Yes, I think it's not a bug but rather some easy setting that we are not understanding even if it's in front of us.
Try to put "Nein" in the Org Chart tab and "Kein" in the Benutzer tab, and check that the block is enabled (green tick).
That would be the default setting to make everything visible to all, counter intuitive as it seems.

Alternatively, switch language and check if with English, for example, you can see the block. I am wondering if some translation keys are missing on your installation.

The "Certificates" Block is enabled (green), no user is selected and in Org Chart everything is set to "No".
Even when switching to english, I can't see the block in the side menu.
Current LMS version is 3.2 .

I checked on a 3.2, upgraded from a Forma 3 (and once it was a Docebo 4...)

These are the settings in the User Area, the block is simply enabled and all the rest is deselected

Exactly the same settings as mine.. and I see not a single Block :-(

I did a plain new, parallel installation of version 3.0.2 .
There is no error in the Apache Log when I access the site.

With the existing/configured installation, I get the following Log Entry when accessing the site:

I already tested to re-upload the /lib folder, and I re-set all file permissions, with no effects.

Does that help in any way?

There's no fatal error, only notices and warnings, that can't be responsible of your issue.
