SCORM FILE IS DISPLAYING ERROR WHEN UPLOADING

hello,
I have been trying to solve this error for the past 2 weeks but all to no avail.

Any time i try uploading any scorm file, i always get this error "413 Request Entity Too Large"

i do not know where the error is coming from because from my localhost, the max upload is 2mb but on the life server, the maximum is 750mb,

firstly, why is it like that and
secondly anytime i want to upload any scorm files is displays error "413 Request Entity Too Large" meanwhile the file is just 1.77mb. but the error is 413 Request Entity Too Large

Please help.
